A set of Amtrak Bi-Level cars serves as the evening ride home from Chicago for Indiana commuters. Buffington Harbor, on the south shore of Lake Michigan and the name of area around the place where this photo was made, was at one time a teeming industrial base. Now all that (and the Amtrak commuter train, too) is gone. I believe the cars are ex-Chicago and North Western; the train schedule (which I think was called "The Calumet") was a remnant from the Pennsylvania Railroad twice each way commuter trains between Valparaiso, Indiana, and Chicago Union Station; those trains survived even into Conrail times. .
